Marine fuel tank cleaning should be completed regularly as HFO has a high viscosity and so leaves sludge and residues in the tank that will build up over time.

In light of the IMO Sulphur Cap that will come into place January 1st, 2020, if you are planning to switchover to LSFO then this is a necessary preliminary. If the cleaning is not fulfilled or to a sufficient level, then this can contaminate the LSFO and may bring the content to above 0.5% in sulphur and so will be contentious with the regulation and could bring a fine.

Ship owners must schedule sufficient time to ensure that their vessel is effectively cleaned before January 1st, 2020 so that it has time to dry dock if necessary and be adequately flushed of any potentially contaminating residues.

It is highly recommended that compliant fuel is not loaded into an uncleaned tank that previously contained HFO.
